Introduction (Atsushi Kondo)

 This book will discuss new problems confronting immigration policies in an age of globalization and the ageing of the world’s advanced industrial societies. Globalization has led to the development of a new post-industrial, service-based economy and a labor market that creates demand for highly skilled foreign workers such as IT engineers, leading to the liberalization of restrictions on high-skill immigration in developed countries. Selective policies for recruiting these skilled foreign workers with new types of residence permits are discussed in the context of a number of developed countries in this book. Yet the same process of globalization has had other effects as well. The number of asylum seekers and ‘irregular’ migrants from less developed countries has increased in more developed countries as the ‘distance’ between countries has diminished through cheaper transport and improved telecommunications. The regularization of certain categories of irregular residents is also discussed in the context of a number of developed countries in this book. According to the 2006 UN Population Division Report, almost one of every 10 persons living in the more developed regions of the world (Europe, Northern America, Australia, New Zealand and Japan) is a migrant, though this begs the question of why has Japan had so little immigration compared to other developed countries over the years.
