19世紀末から世紀転換期の日本は、欧米諸国との不平等条約の改正、日英同盟の締結、そして日露戦争の勝利と続き、極東の小国から西洋列強と肩を並べる、世界の大国としての意識を強く芽生えさせました。これにより、日本の西洋に対する意識だけでなく、海外からの日本への視線も大きく変わってゆきました。この変化がもっとも明確に表れたのが、出版メディアで展開された日本論ではないでしょうか。幕末維新期に西洋で出版された、日本旅行記や日本文化論の中の神秘の国は、黄禍論やそれを反映させた大衆小説にみられるような脅威の国となってゆきましたが、そこまでの極端な反日論でなないにせよ、書籍、新聞、雑誌など様々なメディアを通じ、日本文化や日本人の異質性を強調したり、軍事的、経済的な拡大主義を危惧する、日本批判論が数多く発表され、それらは日本側からの西洋へのプロパガンダに対抗し、熾烈な情報戦を繰り広げることに
なったのです。
日本の対外プロパガンダ文献を復刻集成した、Japanese Propaganda: Selected Readings (全20巻)に相対するスタイルで出版される本シリーズは、英語で発表された日本批判文献をカテゴリー別に復刻集成するものです。単行本として出版された文献17点を10巻にまとめた第1回に続く第2回配本・完結編では、新聞・雑誌やパンフレットに掲載された多様な日本批判論、60点強を復刻で収録します。欧米人による著作だけでなく、中国系の著者による文献や、中国や在米中国系新聞・雑誌からの記事や各種政治団体の資料など、非常に入手の困難で貴重な史資料が満載で、写真や図版など視覚資料も一部含みます。編者による詳細な解説とともに、今後の国際政治史、日本・アジア近代史、メディア史研究に利用価値の極めて高い文献集です。

日本は、強制された開国以来、常に欧米社会の環視のなかにある自己を意識してきた。
明治初年には不平等条約改正実現という悲願ために、日本が欧米並みの文明国であることの認知を得ようと懸命に努力してきた。その時期の日本の対外的宣伝は、決して体系だったものではなかったが、日本が欧米的近代国家の体裁を整えつつあるというメッセージに収斂していくものであった。有名な鹿鳴館でのパーティーも浅薄であるにしろ、日本人が欧米的文化を身につけつつあることを見せようとするための戦略であったことはいうまでもない。
そうした日本を欧米諸国がどのように見ていたのかというと、基本的には極東の遅れた小国が懸命に欧米文化を模倣しているというイメージであったろう。模倣の上すべりを嘲笑する気味もあったが、真面目な西欧化の努力への好意的な評価も多かった。ときに打ち棄てられていく日本の伝統文化を惜しみ、伝統文化の保存を主張する知日派欧米人があらわれたが、それは日本からすればありがた迷惑なところもあったのである。
しかし、19世紀末から20世紀初頭にかけて、日本の欧米諸国への見方も変わったし、欧米諸国の日本への見方も変わった。不平等条約の改正がともかくも実現し、イギリスとの間で日英同盟を結んだことは欧米諸国と対等のところまで追いついたという意識を日本人にもたせたのである。さらに、大国ロシアと戦って勝利をおさめたことは日本に大国意識を一層高めた。
一方、日本に対する欧米諸国の眼も大きく変わった。それまでの極東の小国という単純なイメージから多様な見方をするようになった。日露戦争前後から登場した極端な日本観がいわゆる黄禍論である。ここで黄禍論そのものについて論ずることはできないが、そこにはキリスト教文明観、疑似科学的人種偏見などが混在していた。また、当時の日本が現実的に欧米諸国に軍事的経済的脅威を与えるほどの力はなかったから、黄禍論は心理的過剰反応といえる。誇張された黄色人種の脅威は、黄色人種がそれまでいかに取るにたらない存在であったのかを示しているだろう。
黄禍論ほど極端ではないにしても、日本を欧米諸国とは異質の文化とみなす様々な意見が登場した。日本が欧米並みになろうと懸命に努力し、それが達成されたときに、欧米からは異質の存在と見なされたのは皮肉なことである。特に、欧米と日本との関係を複雑化したのは、中国や朝鮮半島の問題が介在していたからである。
日本は日清戦争以来朝鮮半島・中国東北部への拡大をはかったが、欧米列強も中国分割に乗り出していたから日本と欧米列強は東アジアを舞台に対立と提携という複雑で緊張した関係をもつことになったのである。欧米列強は、今や同盟あるいは対抗の相手となった日本について、その政治・経済・文化を様々な角度から分析し論ずるようになった。しかし、欧米が日本をどのように見ていたのかについて、日本では意外なほど知られていない。無論、いくつかの文献が当時紹介されていたが、日本にとって好都合で日本の自己像に適合的な文献が翻訳紹介される傾向にあった。
1930年代、40年代の東アジアにおける日本の宣伝戦、情報戦は、相手の国の認識をいかに改変させるかにあったから、そもそも日本が欧米からどのよう見られていたのか、批判的に見られているとしたら、何がどのように批判されたのかを知ることは不可欠である。今回のCritical Readings on Japan, 1906-1948: Countering Japan’s Agenda in East Asiaと題した資料集は、この時代の貴重な文献を復刻集成するもので、第1回配本では17点の英文書籍を収録している。 続く第2回では、パンフレットを中心とした史資料の編集復刻が予定されている。今後の宣伝研究・国際政治研究の基礎となることは間違いない。
